You will serve as a TECHNICAL LIBRARY SPECIALIST in the Nuclear Engineering and Planning Department (Code 2300), under the Assistant Nuclear Engineering and Planning Manager (Code 2301) in the Nuclear Process and Support Branch (Code 2301.4) of NORFOLK NAVAL SHIPYARD.

Duties

You will enter and update data into the Technical Information Management System (TIMS) database. You will validate the status and currency of electronic NAVSEA documents to ensure the latest versions are available to shipyard users. You will develop, manage, analyze, evaluate and improve the effectiveness of work methods and procedures for maintaining hardcopy and electronic libraries of NAVSEA documents.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience demonstrating abilities and experience in methods and practices for maintaining hard copy and electronic libraries of documents, either classified or unclassified, for both manual and automated systems. Experience utilizing manual and automated records management. Experience reading various document types, such as engineering drawings, technical manuals and changes. Experience utilizing Technical Information Management System (TIMS) database. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing effective oral and written communication. Experience with methods and policies for handling and destruction of classified material. Experience with shipyard priorities, and nuclear programs in order to meet nuclear data management requirements. Experience evaluating and applying new techniques in solving problems to improve the efficiency of maintaining current libraries. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
OR
LL.B Or J.D, if related

GS-07:
One full year of graduate level education
OR
Bachelor's degree with superior academic achievement
