You will serve as a CONSTRUCTION MANAGER in the CAPITAL IMPROVEMENTS BUSINESS LINE of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will review project management data (e.g., cost, schedule, risks, quality assurance) to determine progress or shortfalls against project objectives. You will evaluate programs for quality assurance and quality management to ensure an organization is in compliance with rules, regulations, and best practices. You will identify and evaluate solutions to issues and problems. You will discuss the development of operational requirements with managers. You will prepare written reports to provide status updates.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring and maintaining progress, and ensuring safe, high quality and timely completion of construction contracts within the approved project budget; 2) Enforcing contract compliance with all contractual requirements regarding project delivery, project schedules, and time and cost management; 3) Implementing the government Quality Assurance (QA) Program; 4) Determining the need for and propose contract modifications and substitution of materials; and 5) Preparing cost estimates for modifications and participate in negotiations as required including reasonableness of time extensions and impact of modification on project schedule.
