Duties
Primarily serves a program coordinator in the Workforce and Community Outreach area with a focus on University and Workforce programs for the C5ISR Center.
Work is performed in the Business Domain, Human Resources competency, focusing on design and execution of a robust portfolio of internal and external programs intended to build and retain a highly qualified workforce.
Work includes building initiatives and processes that will center the importance of creating and maintaining a discrimination-free workforce.
This includes all respective of all segments of the population, both as it relates to current workforce as well as future workforce.
Identifying trends and best practices in the field, developing strategies customized to meet the specific needs of the organization.
Facilitating committees and councils, and supporting communication around topics related to maintaining a fair and equitable working environment.
Other focus areas include: leveraging best practices in community outreach to execute a University Outreach program to engage students across various fields of study who may be potential future workforce members.
Supporting high school engagements that potentially feed into University Outreach initiatives, supporting student mentoring and engagement programs, developing content and providing writing and editing support.
Managing various internal initiatives related to ensuring workforce needs are met.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (GS-11 level) in the Federal Service which includes experience in: 1) Managing and implementing a formal Diversity, Equity and Inclusion (DEI) program for a mid-sized to large organization; 2) Building and executing community outreach programs; and 3)Independently interpret and apply human resources regulations, laws, policies and practices.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
