You will serve as a PROGRAM ANALYST in the PORT OPERATIONS PROGRAM of COMNAVREG MIDLANT NORFOLK.
The salary range for positions filled at the GS-11 is $69,961 to $90,946.
The salary range for positions filled at the GS-12 is $83,854 to $109,011.
Duties
You will coordinate continuous process improvement (CPI) activities to promote efficiency of operations.
You will advise managers and analysts of corrective actions needed to maintain cost, schedule, and performance parameters.
You will use qualitative and quantitative analytical needs to develop and execute continuous process improvement activities within an organization.
You will formulate financial strategies to achieve program objectives within financial constraints.
Requirements

Qualifications
FOR THE GS-12 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Port program operations; 2) Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity; 3) Determining long and short range funding of programs and related resources; 4) Developing and ensuring proper execution of Port Operations program budget; 5) Preparing and presenting briefings on process, planning, and budget as it pertains to Port Operations. FOR THE GS-11 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Developing procedures for assessing the effectiveness of management control systems within the Port program operations; 2) Evaluating budget processes to implement effective business strategies for Regional Port Operations; 3) Coordinating budget requirements from facility support program managers ensuring compliance with higher level guidance on submission of budget requirements; 5) Forecasting program requirements to prepare reports, justifications and statistical and narrative data. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR THE GS-11 GRADE LEVEL:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
