Duties

As a PROGRAM MANAGER (ACQUISITIONS) you will be responsible for the following duties:

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • This position is designated special-sensitive; the incumbent must obtain and maintain a Top Secret security clearance.
  • The duties of this position may require temporary duty (TDY) travel and/or local travel.
  • Required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Program Management.
  • Applicants that do not have the certification must obtain the Program Management Advanced certification within 4 years from the entry on duty date.
  • This is a Critical Acquisition Position (CAP).
  • This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position (CAP) Service Agreement Key Leadership Position (KLP)) and execute, as a condition of employment, a written tenure agreement.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Acquisition and contracting in providing guidance and oversight in the areas of long-range program planning, contract planning, leveraging evolving technology, program integration, capability deployment, and sustainment; evaluating acquisition technical and strategic plans; overseeing the planning and preparation of programmatic and contracting requirements; acquisition financial planning and project planning.. Specifically you will be evaluated on the following competencies: 1. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 2. Program, Planning, Review and Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. 3. Policy Development - Formulation of a method of action, law, regulation and/or procedure to guide and determine practices, processes and techniques. Ability to gather information through research, studies and analysis in order to appropriately identify a need for directive modification, development and/or update. 4. Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events. 5. Contract Management - Understanding of contract management and contract strategies.
