DUTY LOCATION OF THE POSITION IS INDIANAPOLIS, IN. TELWORK IN THE LOCAL, INDIANAPOLIS AREA MAY BE APPROVED BASED ON MISSION NEED AND SUPERVISORY APPROVAL.
Duties
Serves as a senior-level labor and employee relations specialist responsible for providing the full range of labor and employee relations advisory services and support to federal agency supervisors, managers, and executives.
Advises supervisors and managers on all aspects of employee relations, including formal and informal disciplinary actions, performance issues, leave, hours of work, pay, and other related matters.
Provides guidance for journey-level and developmental-level level labor and employee relations specialists providing one-on-one and group training, and reviewing and editing work products.
Prepares all documents associated with employee relations actions, ensuring compliance with applicable statutes, regulations, agency policies and instructions, case law, and collective bargaining agreements.
Determines employee grievance, complaint and appeal rights in various situations.
Serves as a technical advisor in sensitive labor or employee relations issues.
Serves as an expert witness for the agency on labor and employee relations matters before the Merit Systems Protection Board, Federal Labor Relations Authority , Equal Employment Opportunity Commission, or the courts.
Prepares and delivers training to supervisors and managers on labor and employee relations matters.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as providing a range of advisory services to managers and supervisors regarding complex or controversial civilian labor or employee relations issues to include grievances, performance management, conduct, or disciplinary matters; investigating specific issues, interpreting and applying labor and employee case law, Executive Orders, regulations, policy and negotiated agreements to provide comprehensive guidance to managers in support of employee and labor relations programs.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
