This position is part of the Defense Human Resources Activity. The incumbent will be responsible for Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.

Duties

As a IT PROGRAM MANAGER (POLICY AND PLANNING) at the GS-2210-12/13 some of your typical work assignments may include: Identify and define business and technical requirements applied to design and development and identify new industry trends to analyze IT systems' potential impact on network and data infrastructure. Interpret IT policies, standards, and guideline requirements for acquisition management policies and procedures, and cost-benefit analyses to ensure the work efforts achieve the outcome specified within the agency's business strategy, including appropriate strategic, life cycle management, and capital IT investment plans. Assist in project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management, and resource allocations. Work with clients and customers (that is, any individuals who use or receive the services or products that the work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations. Provide support to a wide set of products and services within DMDC's portfolio of capabilities to include product planning of product lifecycle.

  • The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS12 grade level in the Federal service: Serving as a project manger over IT systems, including work related to network and data infrastructure; Developing IT policies and plans, evaluating and accomplishing Information Technology goals and objectives; Overseeing the product planning and execution throughout the product lifecycle, including gathering and prioritizing product and customer requirements. You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Assisting in project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management and resource allocations; Recommending changes to IT policies and plans, evaluating and accomplishing Information Technology goals and objectives; Coordinating product and customer requirements, assisting in defining the product vision, and working closely with other internal and external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series.
