This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. DSCA leads the broader U.S. security cooperation enterprise in its efforts to train, educate, advise, and equip foreign partners. DSCA administers security cooperation programs that support U.S. policy interests and objectives.
Duties
As a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) at the GS-0201-14 some of your typical work assignments may include:
Serves as the subject matter expert on classification for DSCA.
Lead major organizational reviews and related projects which facilitate management compliance with Federal and Departmental personnel and human capital initiatives.
Provide subject matter expertise to DSCA managers and executives regarding the application of classification requirements to DSCA positions, the potential impact of position and organizational changes on the classification of positions, and the possible effect of OPM/Department decisions on DSCA positions.
Plan, schedule, carry out, and lead position classification and reorganization studies.
Develop job-specific and Agency-wide documentation guidance in compliance with Federal and Department classification/position management requirements and initiatives.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Developing and implementing a legal and feasible classification/position management program to include policies and guidelines;
Providing subject matter expertise to managers and executives regarding the application of classification requirements to positions;
Performing job analysis and classifying complex position descriptions using the Office of Personnel (OPM) Management Classification Standards;
Planning, scheduling, carrying out, and leading position classification and reorganization studies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
