The Prosthetic Clerk provides support services for the Office of the Prosthetics and Sensory Aids Service (PSAS) and is responsible for directing patients and telephone calls to the appropriate individuals within PSAS or other services of the Medical Center.
Duties
This position falls under the AFGE bargaining unit. Per AFGE agreement, the Area of Consideration is as follows:
1st Area of Consideration - Current, permanent Charlie Norwood VA Medical Center and CBOC employees
2nd Area of Consideration - VA Nationwide employees
3rd Area of Consideration - Federal employees of other agencies
Major duties of this position include, but are not limited to the following:
Receives and reviews prosthetic request for completeness to justify issuance of prosthetic devices.
Issue stock items and post items to the patient medical records. Responsible for sorting, compiling, typing and distributing requisitions, orders and miscellaneous procurement document.
Process micro-threshold purchase orders in PSAS software package. Possess knowledge of procurement policy and procedures along with knowledge of medical terminology.
Examines electronic health record to determine legal eligibility and medical entitlement for prosthetic items and services.
Routinely displays courteous and respectful behavior to all customers.
Assist with archiving procurement files, packaging, labeling, marking, retrieval transfer of records and data requests.
Maintains appropriate rapport with internal and external customers to facilitate the accomplishment of the medical center goals and mission.
Responsible for maintaining PII for all digital and written with critical judgment of documents distributed throughout PSAS.
Serves as back up to Prosthetic Health Technician in supporting our orthopedic shoe program.
Provide information, explain the application of regulation or resolved problems relating to assignment
Responsible as primary timekeeper for entering time on a daily basis into VATAS.
Responsible for timekeeping discrepancies and correcting them in a timely manner.
Provides information to explain application of regulations or resolved problems relating to assignment.
Contact vendors when paperwork is not submitted correctly.
Work Schedule: Monday - Friday; 7:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position, Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience, education, and/or combination as described below:
Specialized Experience for GS-05: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization.
Specialized experience would typically include, but are not limited to: Experience in examining records and files to determine eligibility and entitlement for services; utilizing various computer systems to access, input, track and maintain information; performs constant, comprehensive surveillance of inventory line items managed to ensure medical products are available at the medical center and CBOCs; conducting daily shipments of ordered products to customers' homes based on direction from clinical consults; recording of issued products to customers on their official records. OR
Education: 4 years of education above High School. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR
Combining Education and Experience: Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
