Duties

The primary purpose of this position is: To serve as Joint Electromagnetic Spectrum Operations (JEMSO) advisor and expert with responsibility to plan, coordinate, and integrate JEMSO into special access program (SAP) plans, policies, operations, and exercises across a range of military operations that cross areas of responsibility and/or directly support national objectives; and in coordination with other combatant commands (CCMDS), to determine JEMSO capabilities and shortfalls incorporating them into electromagnetic spectrum capabilities programming guidance. Duties: Serves as a senior Joint Electromagnetic Spectrum Operations (JEMSO) subject matter expert (SME) conducting broad analysis and planning in support of the USSTRATCOM Commander, the JEMSO Center (JEC) Director, components, and supported CCMDs. Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation and integration of combatant command joint electromagnetic spectrum operations (JEMSO) activities and program(s). Participates with management in building, publishing, and maintaining national JEMSO plans and strategies. Represents the JEC across a variety of organizations.

  • Prior command-level experience in electromagnetic warfare (EW), spectrum management, or another closely related electromagnetic spectrum operations area is desirable.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative techniques for the assessment and improvement of critical command plans and programs. Knowledge is applied to the design of comprehensive Joint Electromagnetic Spectrum Operations (JEMSO) studies where the boundaries are extremely broad; Expert knowledge of and ability to apply JEMSO capabilities to military/operational planning and execution at all levels; ability to direct the development and coordination of all Department of Defense (DoD) JEMSO execution, plans, and policies; Thorough knowledge of the Joint Operations Planning Process (JOPP), development of operational orders, and extensive experience in joint military operations at strategic, operational, and tactical levels. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and ability to apply joint electromagnetic spectrum operations (JEMSO) (i.e., electromagnetic warfare (EW) and spectrum management) policy, doctrine, concepts, strategies, and capabilities, as well as DoD, Joint Staff, and unified command policies to the interpretation, evaluation, and dissemination of plans, policies, and procedures for command-level programs and missions. Knowledge of JEMSO missions, objectives, plans, and emerging technology, as well as of systems analysis and design concepts to serve as an authority on a wide range of operational technology and applications; to apply new solutions to emerging operational requirements or issues that interface/overlap between proposed and existing JEMSO initiatives; and to plan on-going and proposed projects. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment, measurement, evaluation, improvement, and integration of JEMSO technology, planning, development, and execution efforts as part of overarching kinetic and non-kinetic command plans. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and critical electromagnetic spectrum operational areas. Ability to execute projects and/or studies within established constraints, and to lead the development of new ideas, projects, studies, and methodologies. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
