This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband.
Duties
Develops Performance Work Statements and other Acquisition Requirements Package documentation, e.g., Acquisition Plans, Contract Data Requirements List, Sole Source Justifications, Independent Government Estimates, and Market Research Reports.
Establishes and maintains controls to ensure that contract award is accomplished according to guidelines and required timelines.
Coordinate, leads and directly controls all functional activities required to effectively manage assigned programs.
Attends meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems.
Performs in-depth research of procedures, policies, and regulations to provide technical advice to management and product managers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Statement- OGE 450 required.
- One-year probationary period may be required.
- Selectees must meet position requirements for certification at Level I (Foundational) in the Acquisition Career Field (Contracting) within 36 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties:1) Developing Performance Work Statements (PWS) / Statements of Work (SOW), Acquisition Plans, Acquisition Strategies, and Contract Data Requirements Lists; 2) Creating justifications and approvals, Market Research Reports, and Independent Government Estimates; and, 3) Evaluating criteria for various complex procurement actions to develop contract strategies. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
