You will serve as a MANAGEMENT ANALYST in the BUSINESS OPERATIONS DIVISION, COMBAT SYSTEMS TEST & EVALUATION DEPARTMENT of NAVAL SURFACE WARFARE CENTER.
Duties
You will help technical customers identify and specify their contractual requirements and formulate the necessary procurement documents; as well as create estimates of time, labor and Other Direct Costs (ODCs).
You will assess contractors’ capability statements and evaluates contractors’ proposals.
You will resolve routine oversight problems and recommend solutions for larger problems.
You will carry out fiduciary oversight functions on awarded procurements and monitor financial expenditures on procurements.
You will conduct inspections of products and services and report contractor performance via official data systems.
You will assist Department management in formulating SAP contract strategy and identify contracting efficiencies and areas for increasing them.
You will collect information for and present briefings relative to procurement costs, schedules, quality and mission attainment.
You will coordinate efforts with the Department Contracts Coordinator (DCC).
You will create and guide standing and ad hoc teams to carry out recurring and emergent SAP-related tasks.
You will organize, prepare, schedule and coordinate SAP planning and execution reviews and related events.
You will research, analyze and process for presentation and briefing any data needed to support management SAP initiatives.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing administrative and technical oversight of acquisition programs related to combat or weapons systems to ensure compliance with financial and contractual requirements.
