About the Position: Serves as Chief, Recruiting and Outreach Operations, and works under the general administrative direction of the Division Chief, Talent Acquisition Division, Operations and Plans Directorate, Army Civilian Career Management Activity (ACCMA), Civilian Human Resources Agency (CHRA), who makes assignments of a very broad and general nature covering long range program plans, objectives and policies.
Duties
Develops and supervises a staff of 22 Recruitment and Outreach employees.
Directs subordinate Subject Matter Expert staff responsible for integrating the Army Career Management and Career Fields to ensure effective implementation of policies, procedures, strategic plans, standards and controls for application Army-wide.
Responsible for mission workload involving market research strategy and operations for Army workforce recruiting and outreach initiatives.
Manages, plans, analyzes, reviews, coordinates and integrates all actions necessary to inject sound recruitment, outreach and marketing strategies into the ACCMA decision-making process for the Division Chief and the associated business processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes managing a full range of recruitment programs efforts to include job/career fairs, recruiting at university and professional association events, incentives programs, and personal presentation item program; advising leadership and staff on various personnel programs affecting the workforce; utilizing recruiting platform such as LinkedIn, Handshake, OR Yello; AND leading recruitment activities such as career fair planning and execution This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education
