About the Position: As the Management Support Specialist (Project Manager), the incumbent will be responsible for managing the efficient and effective coordination and accomplishment of the planning, development, design, construction, and direction of major projects. Position is being filled at the GS-0301-11 OR at the full performance grade level of GS-0301-12. Duties described reflect the full performance GS-0301-12 level. Management may select at any of the grade levels announced.

Duties

Serve as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects. Coordinate the planning, design, cost engineering, construction, and environmental restoration, etc. for engineering projects of substantial scope and complexity. Control and manage project milestones and budgets from planning phases through final completion. Allocate project funds to district elements, consistent with scheduled work, and measures and monitors performance to assure commitments of all parties are being maintained. Serve as the district's primary point of contact for customer and other external agencies on assigned projects. Present status reports for assigned projects to include progress, issues, trends, etc. Implement corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products (e.g. feasibility reports, and design memorandum) in support of the program. Review project progress, measuring performance taking necessary corrective actions to maintain agreed upon schedule and cost.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; such as Planning, Engineering, Environmental Sciences, and Business (Finance and Marketing). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
