About the Position: As the Management Support Specialist (Project Manager), the incumbent will be responsible for managing the efficient and effective coordination and accomplishment of the planning, development, design, construction, and direction of major projects.
Position is being filled at the GS-0301-11 OR at the full performance grade level of GS-0301-12. Duties described reflect the full performance GS-0301-12 level. Management may select at any of the grade levels announced.
Duties
Serve as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects.
Coordinate the planning, design, cost engineering, construction, and environmental restoration, etc. for engineering projects of substantial scope and complexity.
Control and manage project milestones and budgets from planning phases through final completion.
Allocate project funds to district elements, consistent with scheduled work, and measures and monitors performance to assure commitments of all parties are being maintained.
Serve as the district's primary point of contact for customer and other external agencies on assigned projects.
Present status reports for assigned projects to include progress, issues, trends, etc.
Implement corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products (e.g. feasibility reports, and design memorandum) in support of the program.
Review project progress, measuring performance taking necessary corrective actions to maintain agreed upon schedule and cost.
Requirements

- Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.

To Qualify for the GS-11:
Specialized Experience: One year of specialized experience which includes: Managing multiple projects which require planning, scope, development, design, and construction; knowledge of management concepts and principles for cost estimating, engineering, and construction; participating in developing and negotiating with contributing agencies/organizations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; such as Planning, Engineering, Environmental Sciences, and Business (Finance and Marketing).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
To Qualify for the GS-12:
Specialized Experience: One year of specialized experience which includes: Managing and coordinating multiple projects which require planning, scope, development, design, and construction; knowledge of management concepts and principles for cost estimating, engineering, and construction; participating in developing and negotiating a comprehensive Project Management Plan with contributing agencies/organizations; serving as the primary point of contact for customers and external agencies on assigned projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
