This position is part of the Defense Media Activity. The incumbent will be responsible for serving as the program manager for the DMA manpower program, military personnel program, and senior subject matter expert for all DMA manpower and force structure matters program.
Duties
As a Supervisory Management Analyst at the GS-0343-14 some of your typical work assignments may include:
Serving as the Military HR and Manpower Division Chief, responsible for providing guidance on all Military HR Programs to include developing policy, strategic direction and management over all Military matters.
Direct responsibility for oversight, control and direction of the DMA manpower program and supports in the execution of the activity's responsibilities for manpower management in accordance with DoD directives, instructions and standards.
Exercising supervisory personnel management responsibilities. Advising and providing counsel to military HR staff regarding policies, procedures, OSD directives and internal management instructions.
Planning, organizing, and directing the activities of the Military HR Division, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets the customer's needs.
Developing goals and objectives that integrate service requirements into consolidated strategic direction and guidance for all military programs.
Reviewing organization mission, functions, and manning levels, identifying requirements and initiative requests for additional resources including personnel, equipment, supplies to ensure success in meeting goals and objectives.
Providing advice to supervisor on significant issues and problems related to work accomplishment.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Managing manpower programs in accordance with directives, instructions and standards, established organizational priorities and objectives;
Conducting management studies and analyses of mission requirements, programs, workload, and organization, and force structure to optimize the cost-effective allocation; and
Collaborating with managers and other appropriate authorities to ensure the appropriate data systems and human resource data systems accurately reflect approved manning.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
