You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the FUNDS MANAGEMENT BRANCH of the BUDGET DIVISION in the COMPTROLLER DEPARTMENT of NAVAL SURFACE WARFARE CENTER.
This position is equivalent to the GS-13/14 level.
Duties
You will oversee all aspects of funds management, providing consultation and advice to the Comptroller and Command on funds management related matters.
You will be the liaison and network with other budget/funds administration personnel both internal and external to the NAVSEASYSCOM and within the DFAS organization.
You will review, interpret, and apply policies and regulations to all aspects of budgeting and implementing procedures in accordance with policies and regulations.
You will represent the Division in Command level strategic and continuous improvement efforts, as well as participate in sub-teams arising from these forums.
You will oversee the development of all Branch business processes and procedures and the correlation of those processes within compliance of the Financial Management Regulations (FMR), ISO certification, and LEAN initiatives.
You will be responsible for personnel actions, conflict resolution, contracts, quality, and training as well as NAVSEA, NSWC HQ, and Crane data calls.
You will maintain a quality customer relationship with all customers of the Comptroller Department Incumbent will provide guidance and assistance to the financial community at NSWC Crane.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12 equivalency) in the federal service or equivalent experience in the private or public sector leading in the analysis, development, and utilization of financial management or budgeting methods and procedures to assess internal controls and provide technical direction on reconciling funding issues to ensure compliant financial operations.
