You will serve as an EXECUTIVE DIRECTOR in the COMMANDER NAVY CLOSURE TASK FORCE - RED HILL.

Duties

You will oversee the overall planning, direction, and execution of organizational programs to ensure accomplishment of program initiatives. You will coordinate the planning and accomplishment of work across multiple departments and with outside organizations in support of business processes. You will advise managers on the regulatory requirements of a human capital management program. You will negotiate solutions to site issues with senior leaders and their representatives. You will brief managers on the status of program milestones.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serves as a principal advisor and assistant to the Regional Commander by maintaining familiarity with shore installation management matters of major significance within the Department of the Navy; 2) Responsible for oversight of policy, programmatic and strategic aspects for all program areas providing shore installation management and base operating support services within the command; 3) Determines the direction of program strategies and develops and implements policies; 4) Provides direction and guidance for staff reviews, assessments, and final positions to be taken on issues in the Planning, Programming and Budgeting activities; and 5) Serves as rating official or senior rating official for senior civilian and military employees.
