This position is located with the Bureau of Indian Affairs, Alaska Region, Deputy Regional Director-Native Services, Tribal Governments in Anchorage, Alaska.
NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Duties
As a TRIBAL GOVERNMENT OFFICER, your typical work assignments and/or responsibilities may include, but are not limited to the following:
Provides expert advice and assistance to the Regional Director, Deputy Regional Director, and all other regional and agency staff in matters involving tribal organic documents, and implementation of DOI and BIA policies affecting Indian tribes.
Provides services upon request and performs any tribal government functions, i.e., assists in conducting Secretarial elections, provides necessary feedback on any request pertaining to tribal government that is received by the agency.
Reviews, directs, and delegates to appropriate staff, tribal government activities and requests within Alaska Region in the Branch of Tribal Government and Enrollment Services.
Maintains a close working relationship with the regional/agency staff and/or the different tribal councils to learn their opinions and understand their attitudes on reservation matters, bureau programs, policies, relative to tribal affairs and to stimulate and encourage independent thinking, analysis, planning and action by tribal governing bodies.
Serves as liaison between the Bureau, 30 compacts, and multi-tribe consortiums, and the Office of Self-Governance under the jurisdiction of the Region regarding self-governance Title IV of the Indian Self-Determination and Education Assistance Act of 1975.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301).
GS-13: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). Specialized experience in providing oversight to program management and training to agency personnel, other tribal government staff, or tribes regarding any matters involving tribal government functions. Develop and maintain close working relationships with regional staff and different tribal councils/communities to learn their opinions and understand their attitudes on tribal matters, bureau programs, policies. Plans, develops, implements, and analyzes regional procedures, guidelines, or manuals relating to tribal government and assists in the implementation of such policies. Represents programs at appropriate meetings, seminars, conferences and training sessions on matters concerning tribal government.
