Serve as Management Analyst for the Mental Health Product Line (MHPL) at the South Texas Veterans Health Care System (STVHCS). This position involves administrative and management support for the Psychiatry and Psychology Services along with other matrixed positions and programs embedded in the MHPL. The incumbent will work for the Associate Chief of Staff (ACOS) and the Health System Specialist (HSS) for the MHPL.
Duties
Duties may include but are not limited to:
Knowledge of Human Resource Recruitment procedures for Title 5, Hybrid Title 38 and Title 38, to assist with recruitment efforts.
Knowledge of pertinent laws, regulations, policies and precedents which affect the outcomes of patient care and related support resources in all of the clinical activities under Mental Health Product Line (MHPL).
Adapting analytical techniques and evaluation criteria to the measurement and improvement of the Mental Health access effectiveness and over all organizational productivity.
Interpersonal skills in presenting recommendations and negotiating solutions to disputed recommendations regarding Mental Health access and Performance Measures with ability to negotiate conflicts between technical requirements and administrative limitations to obtain objectives.
Work with numerous and varied computer software programs. Includes through knowledge and ability to work with DHCP/VISTA software applications as they apply to mental health assignment, patient care processing, workload capture, resource allocation and practice management profiling.
Ability to establish and maintain effective relationships with and gain the cooperation of staff at all levels on complex or controversial issues relating to Mental Health access and Performance Measures across the Mental Health Product Line (MHPL), including: top management, service chiefs, professional staff, administrative staff and VISN staff.
Ability to work under stressful situations with individuals from varied backgrounds while maintaining tact and diplomacy.
Ability to adapt to changing situations, to modify plans and demonstrate flexibility in changing circumstances.
Written and oral communication skill to prepare and present findings and recommendations to both MHPL leadership and Senior Leadership, carry out specific actions regarding controversial issues, and gain acceptance of new health care delivery concepts and methods.
Assist in business planning and recommend ways to improve the effectiveness and efficiency of work operations in the Mental Health Product Line (MHPL).
Maintains updates on VHA Business Rules as it applies healthcare access for Veterans, and encounters completion to ensure that clinical staff follows business rules in managing consults, capturing workload, relative value units and takes necessary corrective action to resolve any issues.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Knowledge of pertinent laws, regulations, policies and precedents which affect the outcomes of patient care and related support resources in all of the clinical activities under Mental Health Product Line (MHPL); 2) Knowledge of agency program goals and objectives, the sequence and timing of program events and milestones, and methods of evaluating the worth of program accomplishments; 3) Incumbent must analyze and evaluate the efficiency and effectiveness of the multiple program operations of the Mental Health Product Line (MHPL), assessing the effectiveness of the services provided to the Veterans served; 4) Knowledge of management theories, principles and techniques relating to human resources, financial management, interpersonal communications, and their interrelationships in order to assist with development and implementation of policies and procedures concerning administrative support activities; 5) Ability to work with numerous and varied computer software programs. Includes through knowledge and ability to work with DHCP/VISTA software applications as they apply to mental health assignment, patient care processing, workload capture, resource allocation and practice management profiling; and 6) Skill in written and oral communication to prepare and present findings and recommendations to both MHPL leadership and Senior Leadership, carry out specific actions regarding controversial issues, and gain acceptance of new health care delivery concepts and methods. Education: Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

Physical Requirements: The work is sedentary. Some work may require movement between clinical activity overseen by Mental Health Product Line (MHPL). Traveling off station and between divisions to meeting is necessary and working some overtime hours may be necessary.
