Duties
Serves as Chief of the Financial Administrative Management Branch; develops, manages, and executes improved practices, processes, and management systems to support financial and administrative requirements.
Plans, implements, and advises program managers on cost estimation methodology; oversees the execution of approved budgets and identifies actual and potential funding problems.
Directs the preparation of manuals, guides, and operating procedures to assure consistent and proper implementation throughout the organization.
Plans and implements a continuing program of management and professional development activities; identifies personnel and management development training needs, and executes training selection, standards and requirements.

Qualifications
Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Providing leadership and direction to develop, manage, and execute improved practices, processes, and management systems in support of financial and administrative requirements. Developing Financial and Administrative processes, practices, systems and oversee the provision of centralized budget preparation, cost, and performance reporting and providing advisory services to senior leaders and other officials in regards to budgetary and administrative actions and queries.
Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
