Duties
Counsel military personnel from all branches of the uniformed services, retirees, and the Families of those being processed through the Army Physical Disability Evaluation System (APDES) on their rights, benefits, privileges or obligations.
Refer personnel to appropriate agencies to obtain counseling/guidance on benefits provided by the Department of Labor, Social Security Administration and Veterans Affairs (VA).
Extensive use of automation equipment to document progress, concerns or other issues relevant to the Soldier’s case and make entries/update the appropriate databases, to include the Medical Evaluation Board Internal Tracking Tool.
Prepare and conduct various briefings and training relevant to the APDES to installation leadership, and other installation personnel.
Provide information to Medical Treatment Facilities/Defense Health Agency on the status of MEB/PEB processing, Line of Duty management, decedent affairs, correspondence, birth registration, workload accounting/medical statistical reporting, etc.
Explain and prepare Continuance On Active Duty and Continuance On Active Reserve requests as well as extensions to active duty or Active Guard Reserve.
Plan work to be performed by subordinates, set and adjust priorities, prepare schedules for work completion, assign work based on priorities, difficulty and requirements of assignments, and capabilities of employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- A Physical exam may be required.
- Incumbent must successfully complete the 6I-F4/340-F3 Training and Certification Course within 180 days of appointment and annually thereafter.
- Temporary Duty travel (TDY) may be required up to 5%.
- This position has a one-year supervisory probationary period unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: 1) Experience applying policies, regulations and/or directives applicable to a disability evaluation system; 2) Experience performing counseling, data collection, medical coordination and procedural work related to medical evaluation board processing and/or disability reevaluations; and 3) Experience conducting briefings or training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:
Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess.
To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
