This vacancy is for a Program Analyst position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties
Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations related to Directorate’s hiring and recruitment activities, processes, and procedures.
Plans, coordinates, and partners with subject matter experts, instructors and training developers on the design and development of the Directorate’s professional training and development program.
Serves as team lead or representative on special projects and enterprise-wide initiatives in support of the Directorate’s human capital management goals.
Communicates and engages with executive and senior leadership, co-workers, subordinates, and other stakeholders or partners to meet the mission and goals of the Directorate.

Qualifications
Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service.
Experience for this position includes: providing program and/or project management support on administrative related activities; gathering information to prepare presentations, reports and/or briefing documents; developing memos or other administrative correspondence for senior leadership officials; and providing detailed instructions or training to employees.
There is no education substitute for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
