You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the CIVILIAN HUMAN RESOURCES POLICY (N11C), TOTAL FORCE MANAGEMENT (N1) of MILITARY SEALIFT COMMAND.

Duties

You will develop and update MSC civilian HR policies, procedures, and processes, for both Ashore and Afloat, based on command and customer priorities in the HR technical area of Recruitment and Placement. You will plan and carry out projects and studies to identify and resolve problems pertaining to the assigned HR functional area, as well as other special programs. You will continuously monitor, and review assigned command-wide HR management program areas. You will develop guidance, procedures, and standards for new and/or changing program areas. You will assure that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of the MSC's mission requirements, EEO objectives and the federal merit system. You will recognize problem areas and originate solutions to complex and unusual issues. You will research HR laws, policies, regulations and reference material, analyzes information, selects appropriate approach and recommends corrective action. You will provide staff level technical advice and assistance to all levels of management officials within the command on complex human resources management issues or problems impacting the ashore and afloat civilian workforce. You will study the operations of assigned programs and issues and identify weaknesses or gaps in needed policy guidance. You will participate in focus groups, or action teams to explore policy issues. You will develop advisory memoranda, regulations, and legislative proposals for Navy-wide application and dissemination. You will prepare and present reports and briefings on program status and/or recommend action to key staff elements. You will translate findings into specific corrective action including new or revised program requirements or guidance, training, or other appropriate measures.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. .
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying, a wide range of advanced HR concepts and practices, as well as seasoned consultative skills sufficient to participate as a senior subject matter expert/consultant for MSC in designing and planning Recruitment and Placement management projects which will have an impact on the workforce. Experience applying human resources management principles, concepts, regulations, and practices, analytical methods and techniques to resolve HRM problems not susceptible to treatment by standard methods. Experience interpreting personnel statutes, OPM policies, SECNAV Instructions, OPNAV Instructions, DON Personnel Instructions, U.S. Coast Guard regulations governing the U.S. Merchant Marine, and Civilian Marine Personnel Instructions (CMPIs) sufficient to research civilian personnel laws, rules, regulations, and policies in order to provide guidance on a wide variety of ashore and afloat personnel issues. Experience designing and conducting comprehensive HR studies characterized by boundaries thatare extremely broad and difficult to determine in advance and to identify/propose solutionsto HRM problems and issues that are characterized by their breadth, importance, and severity and for which previous studies and established techniques are frequently inadequate. Experience planning, organizing, and/or directing team efforts to persuade management to accept and implement recommendations, where the proposals may involve substantial resources or require extensive changes in established procedures and methods. Knowledge of all of the available HR automated systems needed to complete the work of the position, such as CyberFeds, Microsoft Office Suite, DCPDS, etc. Familiarity with the Human Resources Management System (HRMS) applicable to the Civil Service Mariners.
