The Management Analyst works as a member of the Medical Administration Service (MAS) to develop and administer training programs for the staff of MAS as well as administrative employees throughout the facility, outpatient clinics and CBOCs.
Duties
Training Development and Administration
Develop, implement, and administer training programs for MAS staff and administrative employees across the facility, including orientation activities for new hires, ensuring alignment with the organization's mission, objectives, and policies.
Program, Policy, and Procedure Formulation
Facilitate the creation and maintenance of standard operating procedures for MAS, while also developing and updating courses, guidelines, and instructional materials for MAS training programs.
Quality and Regulatory Compliance
Ensure quality provisions are in place to maintain the regulatory correctness of MAS, working alongside MAS Leadership to track quality program management initiatives and assure adherence to federal laws, VA policies, and system guidelines.
Strategic Analytics and Reporting
Utilize strategic analytics for improvement and learning value models to assess quality measures in MAS operations, being responsible for the planning, implementation, and evaluation of VetLink and ICB Programs.
Data Management and Recommendations
Develop and track outcome measures, streamline administrative workflows, and prepare recommendation papers influencing VetLink, ICB, and overall facility operations.
Criteria Development and Monitoring
Design and develop training materials, local SOPs, and monitoring tools; ensure staff compliance with required training, and audit MAS personnel competency records for quality assurance.
Management Improvement and Analysis
Investigate and initiate corrective actions for adverse quality trends, consult with technical experts, monitor newly released directives and policies, and ensure proper reporting and data management systems for VetLink and ICB programs.
Studies and Special Projects
Provide training and troubleshooting for staff in business processes and software, design training programs for improving Veteran care, and participate in local and VISN process improvement teams, ensuring consistent data entry and representation of MAS operations in committees.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of MAS. Knowledge of and ability to research and comprehend pertinent laws, regulations, policies, and procedures that relate to all aspects of the administration of VA healthcare benefits. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill in conducting detailed analysis of complex VA patient administration functions and work processes. Technical Skills. Interpersonal skills. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some light physical effort may be required. There may be some walking; standing; bending; carrying of light items including training paperwork or manuals, or small equipment, such as laptop computers, mobile LCD projectors; or driving an automobile. Incumbent may be susceptible to eyestrain from working long hours on the computer.
