The primary purpose of this position is to serve as an Information Management and Program Analyst responsible for ensuring the directorate's scientific and technical (S&T) research and development (R&D) information is properly captured, maintained, protected, used, disseminated, retained, stored, and retired in accordance with higher Headquarters (HHQ) regulations.

Duties

This position is a developmental (e.g.: GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected MANAGEMENT AND PROGRAM ANALYST - GS-0343-11 TARGET 12 DUTY #1: Develops and implements directorate policies and procedures for managing an effective Records Management (RM) Program. DUTY #2: Establishes and implements directorate policies and procedures for managing an effective Research and Development (R&D) Case File Program. DUTY #3: Advises on the establishment and implementation of directorate-level policies and procedures for administering specific guidelines and processes associated with any of the additional various Information Management (IM) Programs to include, but not limited to, Publications and Forms, Freedom of Information Act (FOIA), Privacy Act (PA), and external Patent Applications Secrecy Reviews. DUTY #4: Analyzes and remains current on implementing policies/regulations/instructions, best practices and trends in order to ensure directorate-level policies and business processes are established, implemented, and revised, as needed, for meeting specific program objectives, requirements, and timelines. DUTY #5: Implements, executes, manages, oversees, and promotes, all Information Management (IM) Programs through the use of automation tools, databases, tool suites and workflows.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include knowledge and experience in establishing and implementing policies and procedures for various Information Management programs (e.g., Records Management, Case file Program, Publications and Forms, Freedom of Information Act (FOIA), Privacy Act (PA), external Patent Application Secrecy reviews, etc.). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have, or within 120 days of the closing date will have, a combination of specialized experience described above and graduate education described above which, when combined, is equivalent to 100% of the qualification requirement. Only graduate education in excess of the Master's level may be used in this calculation. (NOTE: You must submit your transcripts.). GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include knowledge and experience in establishing and implementing policies and procedures for various Information Management programs (e.g., Records Management, Case file Program, Publications and Forms, Freedom of Information Act (FOIA), Privacy Act (PA), external Patent Application Secrecy reviews, etc.). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of pertinent laws, regulations, policies, instructions, and procedures that apply to scientific and technical (S&T) research and development (R&D) Information Management (IM) Programs. Knowledge of management and administrative philosophies, principles, and practices for effectively managing a variety of IM Programs. Knowledge of IM Programs and associated legal implications, to include but not limited to, Records Management, Publications and Forms, Freedom of Information Act (FOIA), Privacy Act (PA), Personally Identifiable Information (PII), and external Patent Application Secrecy Reviews. Skill in communicating effectively, both orally and in writing, to gain cooperation and positive collaboration from otherers, to provide guidance and training, and to present findings and recommendations through tact, diplomacy, and courtesy. Skill in applying established precedents and guidelines to assigned work as well as in using various automation tools, software programs, and tool suites, for the purpose of maintaining accuracy of the data/information required by various IM Programs, providing information in various formats to respond to inquires/taskers, higher level reporting, and promoting increased efficiency. Ability to plan and organize work in order to meet deadlines as well as gather, analyze, and evaluate data/information in order to develop alternatives to promote program effectiveness and efficiency. Ability to be a team player and interact with a wide variety of S&T personnel, functional leads, and management at all levels within the organization, agency, and other agency organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
