This position performs a full range of timekeeping duties for the Nursing Service. Maintains accurate time cards for more that seven hundred employees; posts timecards daily and leave information for the assigned T&Ls accurately and completely; provides back-up coverage in the absence of co-workers for both Uptown and Downtown VA locations as needed; Changes Tour of Duties for each pay period by inputting new work schedules into the computer time keeping program.
Duties
MAJOR DUTIES AND RESPONSIBILITITES:
Timekeeping
Maintains timecards for all Nursing Service employees which involves independently and accurately entering and editing tours of duty biweekly, posting all hours of duty daily; obtaining the necessary documentation for all types of leave; verifying that leave is supported by adequate leave balances, within prescribed limits to avoid leave forfeitures; and notifying Nurse Manager when unusual patterns of leave usage are being established.
Determines the entitlement of qualifying employees to receive premium pay based on hours performed (weekends, holiday, and night differential.)
Annotates timecards with appropriate timecard remarks and maintains supporting documentation when necessary for jury duty, authorized absence, continuation of pay, travel orders, overtime on-call, etc.
Notifies payroll of all new employees and employee transfers in the service line and provides T&L unit assignments.
Liaison to HR and payroll for actions including submission of corrections for errors in pay statues and employee codding classifications.
Responsible for employee clearing process, ensuring prior pay period exemptions are cleared prior to departure and exit interview coordination.
Provides policy guidance and procedures affecting accountability of pay processes and extended leave.
Assists in training all managers and new timekeepers in Nursing Service on timekeeping procedures during their orientation process.
Provides guidance to employees on payroll policy inquiries; provides guidance to employees on submitting leave into the electronic time and leave data base.
Administrative Support
Maintains a high level of confidentiality in the PCS Office; exposed to a variety of employee-related information; strict confidentiality regarding all employee-related information will be observed; there will be no communication of information to others except on a need to know basis to management officials only.
Ensures security of the ADP system by maintaining confidentiality of assigned access code by exiting (logging out) for the ADP system when leaving the terminal.
Keeps the security of the ADP programs and the confidentiality of all patients' information accessed in accordance with HIPAA. the Privacy act, and as stated in the Medical Center Memorandum on ADP Security.
Receives requests for information, advises when the information can be furnished, and provides it personally from files and records or follow up with staff to see that it is provided timely.
Receives telephone calls and visitors, referring callers or directing visitors to appropriate persons.

GS-05 grade level: One year of general experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
