Duties

As a/an Grants Management Specialist, you will: Administer grants by: (1) developing and coordinating notices of funding opportunities (NOFO) and other grants announcements; (2) convening application review panels for evaluation and selection; and (3) monitors grantees' operations, progress, and budget/expenditures. Advise the Director of the Office of Rural Housing and Economic Development with regard to the operation of Office functions and programs; assists the Director in meeting Office goals and objectives. Develop, implement, and modify policies, initiatives, handbooks, and operational directives that guide a wide range of Office program activities and operations. Determine eligibility of grantee's through the use of established criteria and competitive rating factors and makes recommendations to the Director as to awarding grants.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Analyzing and evaluating policy and program issues and recommending solutions to senior leadership positions (for example, leaders of local, regional, or statewide nonprofit organizations.); AND - Developing or modifying regulations, policies, guidance or instructions that implement statutory requirements for a rural housing and economic development program; AND - Facilitating working relationships among diverse groups of people; AND - Preparing or evaluating written documentation that addresses policy or program issues.
