The primary purpose of this position is to serve as an analyst and advisor to management on the effectiveness and efficiency of government programs and operations.
Duties
GS-0343-12; MANAGEMENT AND PROGRAM ANALYST
Plans the management and acquisition strategy for assigned projects/programs within cost, schedule, and performance baselines
Plans, organizes, and coordinates contracting, engineering, finance, records, program control, configuration/data management, test, and logistics activities
Authorizes or coordinates with senior leadership for frequent program changes and engineering compromises to assess the resulting changes in other areas of the program
Represents the organization at executive levels within the Government and to contractor/industry representatives
Applies project, financial, and records management experience to analyze an evaluate issues and develop recommendations to resolve substantive problems related to the efficiency of operations

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes analyzing and advising management on the effectiveness and efficiency of government programs and operations; developing and maintaining control systems for financial management tracking updates; providing program analyst and oversight functions required to support the division in program/project progress.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force, DoD, AFRL missions, resources, operations, capabilities, databases, and mission requirements, as well as a wide range of concepts governing the AFRL.
Knowledge and/or experience of DoD, Air Force and AFRL roles, functions, organizational structure, management, and operational missions to provide high level staff guidance and participate in the development of goals, objectives, and policies.
Knowledge of DoD, Air Force and AFRL practices and procedures related to developing, planning, accounting, budgeting, and coordinating collaborative projects including multiple agencies, activities, programs, facility programming, contracting, and customer interests and needs.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. Ability to lead and influence external organizations to coordinate common vision and objectives to meet core goals.
Ability to develop processes, budgets, and the acquisition process.
Ability to quickly assimilate data and render knowledgeable and accurate assessments of that data as it applied to program/project management, planning, budgeting, accounting, and contracting.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
