Duties
Serve as the DEVCOM C5ISR Center Headquarters G-1 Human Capital Data advisor and HR information systems subject matter expert.
Apply experimental theories and new developments to problems and effectively recommend or make decisions that significantly change or affect major aspects of broad policies or programs.
Serve as a senior management advisor/expert in planning, organizing, and directing extensive efforts for broad programs.
Frequently contact representatives from top level administrative and technical management officials within Army as well as DoD, other Government agencies, and outside organizations.
Requires the highest level of expertise and mastery of a business or technical support field.
Exercise expert knowledge of complex human resource management and management programs.
Efforts include planning for wide-scale changes in mission, reorganizations, succession, fundamental changes in skills requirements or technology, and/or similar events that profoundly affect the C5ISR Center.
Gather information from higher headquarters, other Command elements, Command senior management, and other affected activities.
Identify critical issues and goals for the organization and develop implementation plans that consider personnel, budget, manpower and other management requirements.
Provide recommendations and proposed plans to senior management.
Present formal and informal presentations pertaining to Human Capital issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- Three-year probationary period may be required, unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Temporary business travel is required away from the duty station up to 10% of the time.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:
One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (GS-11 level) in the Federal Service which includes experience in: 1) Providing guidance to various personnel on human resources programs and initiatives; 2) Participating in studies to improve the efficiency and effectiveness of human resources programs; and 3) Independently interpret and apply human resources human capital and human resources information system regulations, laws, policies and practices.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
