The position is located within the Planning, Performance, & Development Service within the Office of Quality, Safety, & Value, South Texas Veterans Health Care System (STVHCS). The performance section provides data and information support to meet the needs of STVHCS senior management and facility staff, boards, committees, services, and programs for decision making, continuous improvement, and strategic planning efforts
Duties
Duties may include but are not limited to:
Analyzes data retrieved from the above sources to assist the STVHCS in the preparation of briefing materials, graphs, reports, cost analysis, and correspondence. Conduct special studies and surveys, including VACO or external healthcare organizations, regarding collection and review of automated data and information technology issues. Articulate comprehensive knowledge of current issues and trends in clinical and administrative practice, computer technology, and health care administration.
Performs system test and validation processes to ensure that the data sources are accurate and reliable and prepares recommendations for changes if necessary.
Responds to information requests from facility staff, in a timely matter, with respect to confidentiality
Applies management theory to analyze cost and utilization data and data trends. Identifies and resolves difficult and highly complex problems related to special studies concerning staffing levels, resource expenditures, budget cost containment, work simplification, report requirements, productivity, medical expenditures, and management information systems.
Counsels and advises program managers on the methods and procedures for collecting and analyzing data from management reports using the appropriate data source and information management tools. Acts as an internal consultant to provide information support to program managers with accurate and detailed information regarding the data definitions.
Identifies and implements best practices in information management. Demonstrates personal initiative to maintain and expand technical knowledge. Displays customer relations skills through effective communication (written and verbal) with internal and external customers.
Ensure timely, appropriate, adequate data is utilized, assessed, and evaluated based on thorough understanding of objectives and functions of clinical and administrative applications and their relationship to medical center operations
Communicate factual and procedural information, orally, and in writing, to the appropriate senior manager, Board, committee, or service by preparing briefing materials, graphs, reports, cost analysis, and correspondence.
Comprehensive and detailed understanding of Medical Center organizational structure, operating programs, and objectives such as clinical and administrative program relationships, manpower, and resource utilization.
Work Schedule: Monday -Friday 8:00 am- 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a Gs-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Basic understanding of data extraction(programming) techniques, data, and statistical analysis techniques; Advance knowledge of ICD, CPT, Medical Terminology; Extensive knowledge of medical center policies and procedures; Ability to organize, coordinate, and prioritize many simultaneous work assignments, both individual and team related; Expert ability to communicate both verbally and in writing with administrative and management personnel.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require standing/walking for 1 hour, light lifting under 15 pounds, light carrying under 15 pounds, use of fingers, both hands required, both eyes required, hearing(aid may be permitted), mental and emotional stability.
