This position is located at: National Guard Bureau, G-1, Full-Time Support Division, Arlington, VA. About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C., Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.

Duties

Incumbent is responsible for complex and difficult mission evaluation, workload measurement and analysis, identifying, analyzing and resolving organizational policy and manpower management problems. Provide guidance and technical assistance to manpower and resource management points of contact at all levels within the organization and its serviced activities. Conduct a wide range of manpower and management studies, models, surveys, and other organizational assessments for the Army National Guard, 54 States and Territories and Joint Guard Commands. Provide technical direction and oversight on complex and controversial issues affecting over 90,000 full time support requirements across 54 states and territories.

Specialized experience is defined as: participating in manpower and organizational studies; utilizing hardware and software packages to include statistical packages for database management, spreadsheets, graphics, and word processing products for selected manpower projects; and participating in complex studies requiring application of advanced analytical and statistical methods and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9). OR Education Substitution for Specialized Experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited college or university that is directly related to the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education Substitution for Specialized Experience: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. OR Have the experience and the education described above. (Note: You must attach a copy of your transcripts.)
