This vacancy is for a Program Analyst position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Program Analyst, 0343, 9/11/12, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

Conducts studies of work processes and procedures. Identifies problems, reviews production standards, and makes tentative recommendations for problem resolution. Reviews reports and studies to ensure that user requirements are met and appropriate rules and regulations are utilized. Assists in the development of directives and the design, development, documentation, and implementation of various reporting systems. Identifies procedural problems in program operations, using quantitative or qualitative methods. Conducts studies on operating programs. Analyzes findings. Makes recommendations in reports. Studies proposed legislation and/or regulations for impact on programs. Researches current or new management practices for application to programs or operations. Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques. Develops new methods, organizational structures, and management processes.

Qualifications

Specialized experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience purchasing supplies, materials, equipment with a Government Purchase Card; tracking and maintaining the up-to-date status of all requisitions, purchases and overdue material; contacting vendors for incorrect or incomplete deliveries; reconciling monthly credit card statements; using multiple data and office systems for data entry, coordination, and processing to complete workload; assisting in the development, design, documentation, and implementation of reports. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities to perform the work of a Program Analyst. Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience purchasing supplies, materials, equipment with a Government Purchase Card; tracking and maintaining the up-to-date status of all requisitions, purchases and overdue material; contacting vendors for incorrect or incomplete deliveries; reconciling monthly credit card statements; using multiple data and office systems for data entry, coordination, and processing to complete workload; researching, gathering, compiling, reviewing, verifying, & analyzing data and other information to prepare reports, identify problems and respond to data calls. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree that provided you with knowledge, skills, and abilities to perform the work of a Program Analyst. Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience performing administrative program support functions (budget, procurement, Contracting), program operations (e.g., logistics and supply) and related policies to plan, direct, coordinate and execute mission-oriented projects and studies; reviewing, verifying, and analyzing data submitted for consistency with financial resource management or similar reports to identify problems and make recommendations to management; developing solutions to difficult problems that do not have readily available precedents; making independent decisions affecting the daily operation of programs; adapting methods to specific work situations; purchasing supplies, materials, equipment with a Government Purchase Card; tracking and maintaining the up-to-date status of all requisitions, purchases and overdue material; contacting vendors for incorrect or incomplete deliveries; reconciling monthly credit card statements; researching, gathering, compiling, reviewing, verifying & analyzing data and other information to prepare reports, identify problems and respond to data calls; using multiple data and office systems for data entry, coordination, and processing to complete workload. Education cannot be substituted for experience at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
