You will serve as a PROGRAM ANALYST in the Family Readiness Program of COMNAVREG MIDLANT NORFOLK.

Duties

You will accomplish the formulation, justification, preparation and submission of the department's budget requirements You will monitor housing budget submissions during the financial cycle to ensure financial stability. You will review expenses against the budget to request additional funds or ensure limitations are not exceeded. You will advise senior leaders on the future operational environment as it impacts resource allocations You will prepare justifications to recommend options to improve organizational processes You will identify problems with budget execution to propose solutions. You will brief senior leaders regarding financial matters (e.g., current finances, budgeting management initiatives).

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing annual and multi-year fiscal forecasting funding execution of multi-funded programs, evaluating, planning, analyzing, monitoring, and improving organizational progress, efficiency, and effectiveness of budgetary outcomes; 2) Responding and recommending changes in funding, by compiling information, developing and preparing financial management and/or budget report justifications, briefings, or point papers; 3) Communicating clearly and concisely in both verbal and written forms; providing information to others as well as responding to taskers as needed; 4) Executing government contracting processes and ensuring the most efficient utilization of funds; and 5) Ensuring proper certification of all monthly invoices.
