About the Position: This position is located at the DEVCOM, Aviation and Missile Center Software, Simulation, Systems Engineering & Integration Directorate, Redstone Arsenal.

Duties
Serve as a Contracting Officer’s Representative (COR) or an Agreements Officer’s Representative (AOR) to provide oversight of contracted efforts within an engineering and research organization.
Apply pertinent laws, regulations, policies, and precedents with respect to Other Transaction Authority (OTA), Blanket Purchase Agreements (BPAs), and Small Purchase contracts.
Develop guidelines for use by others in the organization to facilitate contract award, contract tracking, funding receipt, funding distribution, and funding execution.
Maintain a Contracting Officer/Agreements Officer Representative file with all essential elements to ensure contractors meet requirements of contracts/agreements.
Coordinate with security personnel to ensure security requirements are met for contract actions and contractor personnel.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to DE-02/GS-09 pay band or equivalent grade level in Federal service which includes: Experience providing contracting expertise to a laboratory organization that includes understanding and utilizing the processes of the Aviation & Missile Technology Consortium (AMTC) Other Transaction Agreement (OTA), Direct Cite funding, and Work Breakdown Structures. Experience maintaining contracting files for large technology portfolios that include project status and execution, monitoring contract vehicles, allocating resources, and tracking obligations and expenditures. Experience generating and maintaining contract/agreement officer's representative files, including designation letters, list of technical personnel, Statements of Work, DD254 Modifications, non-disclosure agreements, copies of approvals, invoices/equipment purchases, and training.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DE-02/GS-09).
