The primary purpose of this position is to serve as a Senior-level IT Program Manager responsible for implementing cybersecurity policy, maintaining an understanding and awareness of higher-level cybersecurity policy and utilizing highly technical skills and knowledge of IT systems in a research organization.
Duties
Technical Advisor for Cybersecurity reporting to Division Chief and advising leadership, Science and Technology Authorizing Official, and IT leaders on application of Cybersecurity related Information Technology policy up to SAF level.
Senior advisor regarding response to cyber incidents, evaluates and advises leadership in advocating for change to policy to support the research mission.
Represents the organization at conferences and meetings and presents briefings/findings.
Prepares and supports planning/data calls/training/security guidelines for assigned projects.
Serves as senior principal expert to leadership on a wide range of complex implementations of cyber security policy, processes, and tools in the Science and Technology environment.

- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position requires an Engineering and Technical (N) Level 2 Acquisition certification.
- The selectee must meet or be capable of achieving acquisition certification within 60 months after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DOD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six-month requirement may be granted per DOD 8570.01-M, C2.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) Individual Occupational Requirements. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Experience
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-13, or equivalent in other pay system. Specialized experience is serving as an expert advisor to leadership on a wide range of complex implementations of cyber security policy, processes and tools. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Detailed corporate knowledge of advanced IT services principles, concepts, methods, standards, tools, and acquisition practices spelled out in DOD 5000.1 and 5000.2 and Agile & Development, Security and Operations (DevSecOps) Development processes and techniques in carrying out project assignments consisting of several related tasks.
2. Detailed knowledge and mastery of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies portfolio management approaches, and Chief Information Officer (CIO) governance methods, principles, and laws pertaining to the effective management of information resources (Clinger Cohen Act (CCA), National Defense Authorization Act (NADA), Cyber Incident Reporting for Critical Infrastructure Act of 2022(CIR), Federal Information Security Modernization Act (FISMA) , etc.).
3. Knowledge of IT compliance tools, methods, and techniques, as well as life cycle management concepts, architecture processes, integration techniques, and testing methods.
4. Ability to gather, assemble, and analyze facts, draw conclusions, conduct statistical analysis, devise recommended solutions, and package the entire process for management use and decision making.
5. Skill in establishing and maintaining effective and positive working relationships with team members, other team leaders, supervisors and management officials, and program representatives.
6. Ability to effectively communicate (both orally and in written correspondence).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
