The primary purpose of this position is to conduct program analysis in support of the AFWERX Contracting (AFRL/RGK). Duties include managing the AFRL/RGK Commander's Inspection Program (CCIP), Workload Assessment Model, Civilian Awards, and other special assignments as required.

Duties

MANAGEMENT ANALYST, GS-0343-11 DUTY 1: Manages the AFWERX Contracting (AFRL/RGK) Commander's Inspection Program (CCIP) and serves as AFRL/RGK's primary Independent Functional Lead (IFL) for the CCIP. DUTY 2: Awards Program Monitor. Manages AFRL/RGK awards program, including processing and publicizing all awards related to Science and Technology contracting. DUTY 3: Promotes all other AFRL Civilian Awards to ensure all AFRL/RG employees have an opportunity to compete and be recognized for their efforts. DUTY 4: Designs, plans, and facilitates Continuous Process Improvement (CPI) events, manpower assessments, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with moderate scope, complexity, and impact, assessing the overall effectiveness of program operations. DUTY 5: Prepares written correspondence and other documentation. Prepares and delivers oral presentations such as briefings, training sessions, and consultations with other headquarters functions or the Geographically Separated Units (GSUs) to secure cooperation and convey intonation relative to proposed changes in programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, 0343 under the Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include performing program analysis to determine trends and/or focus areas; monitoring, processing and publicizing awards; and/or providing advisory services on the effectiveness of program operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (NOTE: You must submit a copy of your official transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have, or within 120 days of the closing date will have, a combination of specialized experience described above and graduate education described above which, when combined, is equivalent to 100% of the qualification requirement. Only graduate education in excess of the Master's level may be used in this calculation. (NOTE: You must submit your transcripts.) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles, techniques, regulations, policies, and practices of business, administrative procedures, and project management to evaluate project execution activities to carry out assignments of varying and complex scope. Knowledge of Headquarters Air Force Research Laboratory (HQ AFRL) and AFWERX Contracting (AFRL/RGK) staff and field organization structures, functions, and missions. Knowledge of a wide range of qualitative and/or quantitative methods to preform trend analysis and analyze results. Skill in drawing conclusions and making recommendations by analyzing facts, conditions and making necessary comparisons. Skill and ability to plan, organize work, and meet short deadlines along with maintain good working relationships. Skill and ability to research, analyze, interpret, and apply rules, regulations, and procedures. Ability to conduct studies, develop alternatives and make sound recommendations. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
