You will serve as an Acquisition Program Specialist in the MRO Logistics Department of FLTREADCEN EAST.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will be responsible for acquisition planning, organizing, and managing tasks and projects for the entire
acquisition life cycle.
You will support all activities for determining the appropriate acquisition strategies required to support procurement of services, equipment, supplies, government purchase card, and facilities.
You will serve as the Contracting Officer's Representative (COR) with responsibilities for participating in the planning, directing, controlling, and administering of assigned program elements in connection with the assigned areas.
You will be responsible for maintaining access roles as well as timely updates to project statuses on applicable Project Initiation Documents (PID) within the Procurement Management Tool (PMT) IAW NAVAIR Business Rules.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Planning, organizing, and managing tasks and projects for the entire acquisition life cycle;
2) Participating in the planning, directing, controlling, and administering of assigned program resources in connection with the assigned areas;
3) Maintaining access roles as well as timely updates to project statuses on applicable Project Initiation Documents; and
4) Analyzing all purchase card bills and payments to ensure timely processing.
FOR GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Developing and supporting defense of long-range multi-year plans for major modifications, maintenance, enhancement, and life cycle initiatives;
2) Preparing and presenting findings and recommendations;
3) Establishing workflow methods and procedures, determining work to be accomplished, and set work priorities; and
4) Applying Government and agency-specific guidelines and business practices including statutes, regulations, policies, and procedures that cover different contract types.

GS-11 Education:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related
GS-09 Education:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
