Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs (OREP). This position is for one vacancy and will be located in either Sterling, Virginia; Washington, D.C.; Jefferson, Louisiana; Anchorage, Alaska; OR Camarillo, California.
At the full performance level, GS-14 the major duties of this position include, but are not limited to the following:
1. Serve as OREP's Tribal Liaison Coordinator and subject matter expert for Tribal consultation related to Outer Continental Shelf renewable energy planning, exploration and development.
2. Participate on the Bureau Tribal Working Group comprised of the HQ, Regional, and Program Office Tribal Liaison Representatives.
3. Coordinate OREP activities under the National Environmental Policy Act, Executive Order 13175- "Consultation and Coordination with Indian Tribal Governments" and related departmental and Bureau policies and practices.
4. Support and advise the Bureau's Leadership and Tribal Liaison Officer on issues related to Government-to-Government consultation.
5. Make recommendations on Bureau Tribal policy and practices.
6. Develop and implement program policy and analyses on matters concerning Tribal consultation, collaboration, and outreach.
7. Maintain and improve relationships with Tribal governments and representatives by serving as the technical lead and primary point of contact for Bureau renewable energy activities for tribal outreach and engagement at the Department and Federal levels, often discussing complex and potentially controversial tribal and related regulatory issues.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
Sterling, Virginia and Washington, D.C.: GS-13: 106,823-138,868; GS-14: 126,233 -164,102 per annum.
Anchorage, Alaska: GS-13: $111,026.00 - $144,331.00; GS-14: $131,199.00-$170, 556.00 per annum.
Camarillo, California: GS-13: $114,044.00-$148,255.00; GS-14: $134,766.00-$175,192.00 per annum.
Jefferson, Louisiana: GS-13: $98,496.00-$128,043.00 GS-14: $116,393.00-$151,308.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the grade to which you are applying.
Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Must meet all.
Applying statutes and laws pertaining to Tribal Trust responsibilities and/or government-to-government consultation with Federally-recognized Native American tribes, Alaska Natives, or indigenous communities;
Serving as the main point of contact for collaboration with tribal and community partners; and
Reviewing environmental documents and agency related federal actions to determine whether they may have tribal implications.
