You will serve as a PRODUCTION CONTROLLER (STANDARDS COORDINATOR) in the WATERFRONT OPERATIONS DEPARTMENT (CODE 300) of SOUTHEAST REG MAINTENANCE CTR SERMC.

Duties

You will analyze over 2000 change orders annually generated during the execution of contracts to determine if additional requirements should be included in standard work specifications. You will coordinate updates of standard specifications for a standards catalog consisting of over 10,000 standards specification templates, to include lessons learned to preclude future contract modifications/claims. You will attend and actively participate in Standard Specification for Ship Repair and Alteration Committee (SSRAC) meetings. You will assign, initiate, review, compile and coordinate technical work specifications, technical work standards and technical work estimates relative to repair of U.S. Navy Ships. You will initiate action to ensure that feedback is collected, e.g. Contract Modifications, Pre-Bid Inquiries, Actual Cost Data, etc., for the purpose of implementing lessons learned. You will analyze change orders generated during the execution of contracts. You will analyze trends that can be used for lessons learned to update Standard Items (SI), Standard Work Templates (SWT), and Class Standard Work Templates (CSWT). You will initiate and lead reviews of CSWTs and Local Standard Work Templates (LSWTs), standard estimates, and Standard Phraseology. You will review, accept/or reject and forward all local Contractor recommendations for changes to SIs, SWTs, CSWTs, LSWTs, and Standard Phraseology. You will research technical data and requirements to determine the latest state of the art processes with respect to SIs, SWTs, CSWTs, and LSWTs. You will negotiate, initiate and establish policy and procedural requirements pertaining to standardization of work items and the use of SIs, SWTs, CSWTs, LSWTs, and Government Planners Handbook and Estimating Guide (GPHEG). You will initiate and coordinate training of SIs, SWTs, CSWTs, LSWTs, the GPHEG, and Standard Phraseology. You will provide technical assistance to Contracting Department. You will prepare and issue instructions, notices, and memoranda to effect the Standard Specification Process for Ship Repair and Alteration Program. You will prepare and present training in the standardization and preparation of work item/job order modifications, labor and material cost estimating to ship building specialists and program managers. You will coordinate various Planning Division projects which measure and document the quality level of work specifications being prepared by the Planning Division or contractors. You will apply a wide variety of production control techniques and sequencing of work processes to ensure the support of established milestones.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of a wide variety of complex ship repair and shipbuilding industrial processes including hull, mechanical, electrical, electronic and piping systems, and the associated directives and reference documents such as General Specifications for Shipbuilding, Naval Ships Technical Manuals (NSTM). Experience applying knowledge of various types of contracts in regards to the Defense Federal Acquisition Regulations (DFAR), Federal Acquisition Regulations (FAR) and the contractual implications of the use of particular terms and phrases. Experience actively participating in Standard Specification for Ship Repair and Alteration Committee (SSRAC) meetings and Standards Management and Reconciliation Team (SMRT) meetings. Experience with the Government Planners Handbook and Estimating Guide (GPHEG), to include active participation in annual review working groups. Experience analyzing change orders generated during the execution of contracts for trends to inform lessons learned and/or update Standard Items and Master Specification Catalog Standard Work Templates.
