This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for for Modified Direct Hire Auth, Section 1109; PL, 116-92, dated 12/20/2019 t to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Performs technical and clerical support duties to effect surveillance over contract specifications covering services, equipment, maintenance of the Fort Bragg Utility distribution systems.
Duties
Administers and inspects the performance of contractors to ensure compliance with the specifications and provisions of contracts for maintenance and repair.
Serves as technical evaluator on contractor's proposals, coordinates with contractor's representative on operating details for implementation of contract.
Conducts unscheduled inspections on a spot-check basis and in response to reports/complaints from area monitors and other customers.
Develops and maintains records to document contract operations and inspection activities, findings and results.
Reviews a variety of forms, reports, data, and other administrative records and files to secure information that substantiate compliance with contracts.
Records observations and defects; compiles data monthly or as required; compares findings against acceptable quality level.
Assists engineers with details of procedures and schedules for inspection of new maintenance and repair, and service contracts.
Requirements
- Occasionally must lift and carry up to 50 pounds.
- Some positions may be designated as key essential.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employees required to pass a pre-appointment physical.
- Employees must possess and maintain a valid driver’s license.

Specialized Experience: One year of specialized experience which includes assisting contractors with obtaining clarification on contract specifications to ensure compliance with laws and regulations; creating contractors summary reports and maintaining contract files in accordance with established policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
