About the Position: Incumbent reports to the Director, Resource Management who sets up the overall objectives. The incumbent has the responsibility for planning, designing, and carrying out programs, projects, studies, or other work independently. Serves as Chief, Financial Management Division (FMD) for U.S. Army Intelligence Center & Fort Huachuca (USAI C&FH) providing all budget and manpower services.

Duties

Directs and provides fiscal advice and guidance, budgetary policy, concepts, principles, practices, centralized funds control, interprets Federal Appropriations Law and other DOD financial regulations on financial matters for the Commander, etc. Reviews and approves all cost estimates and methodology under FFS ensuring that estimated and actual charges are in accordance with DOD reimbursable policy. Prepares budget forecast data and execution reports for all Army, Department of Defense, and other Federal Agencies indicating actual or potential funding problems. Summarizes historical data, reviews private industry contractor relationships, and recommends most effective and efficient means of using agency funds. Ensures validity of budget execution and expenditures data before presenting to the Program Budget Advisory Committee (PBAC),

Requirements

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Applicant must be able to obtain and maintain a Financial Management (FM) Certification Program Level 2.

SPECIALIZED EXPERIENCE: To qualify based on your experience, your resume must describe at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: managing and executing multiple financial and resource management programs for an organization; implementing a financial and budgetary process that involves annual and multi-year programs based on organizational mission requirements; collaborating on joint investigations or operations with other agencies/organizations in developing solutions for complex funding issues; and, providing guidance on fiscal laws, regulations, or policies pertaining to financial management to leadership. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsConcepts, Policies, and Principles of BudgetFundamentals & Operations of BudgetLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
