You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the CLASSIFICATION DEPARTMENT of FLEET HRO NORFOLK.

Duties

You will provide guidance and knowledge to managers, supervisors, and employees on the classification processes. You will provide technical input and serve as troubleshooter and consultant to management on all classification issues. You will provide classification advisory services for new or rewritten position descriptions (PD’s). You will provide written evaluation reports on the rational of determining title, series, and grade. You will make fine distinctions in crediting factor levels of positions where subtle differences often present difficult classification decisions.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Occasional travel away from the normal duty station is a requirement in the position.
  • Overtime may be required.

Qualifications

For GS-11 Your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing technical input on position management and classification issues in resolving potential conflicts. Experience serving as a classifier in direct support to a large population encompassing variety amount of UICs and missions within a large BSO. Experience providing positions management and classification services to a wide range of both GS and FWS positions in a variety of grades and series. Experience conducting desk audits and having conversations with senior level managers to gain information on the position to verify details and resolve problems. Experience developing and conducting presentations or formal training in classification, position management, and desk audits. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For GS-11:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. degree.
OR
Possession of an LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year experience.

For GS-09:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year experience
