The selectee of this position serves as a Human Resources Specialist (Employee Benefits) responsible for administering the United States Marshals Service (USMS) retirement and benefits program which includes retirement, health and life insurance, and the Thrift Savings Plan programs..
This position is located in the Human Resources Division/Arlington, VA.
Duties
As a Human Resources Specialist (Employee Benefits) at the GS-0201-13 grade level, some of your typical work assignments may include, but are not limited to, the following:
Provide consultation to employees, retirees, and eligible family members regarding retirement, health and life insurance, and the Thrift Savings Plan programs.
Interpret new, changed, or pending benefit and retirement policies and prepares informative material for employees which outlines the impact on existing benefit and retirement program entitlements.
Examine and assemble retirement packages for submission to USMS Payroll Provider for submission to the Office of Personnel Management (OPM) for final adjudication.
Make coverage determinations on entitlements for employees, dependent family members, and ex-spouses based on court decrees.
Develop and conduct retirement training.

Requirements
- Must be a U.S. Citizen or National.
- Must pass a pre-employment drug screening and background investigation.
- Must be able to obtain and maintain a favorable determination of suitability for a Public Trust position.
- May be required to successfully complete a trial/probationary period.
- Status Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.
To qualify at the GS-13 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing the following duties:
Making retirement and/or benefits determinations in compliance with applicable policies & procedures, regulations, and laws;
Corresponding with employees, beneficiaries, and/or service-providers regarding benefit and retirement entitlements and options;
Assembling and submitting employee retirement packages for adjudication; and
Interpreting laws, regulations, and policies related to a benefit and retirement program.
