Duties
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Manages the review of a variety of financial policies, guidelines, data, documents, reports, processes and procedures to determine trends.
Exercises accountability and leadership oversight of audits and operational reviews.
Assists with resolving complex functional problems with financial management systems and affected customers.
Coordinates and participates in the development and presentation of program training.
Plans, manages and supervises the assigned branch or division staff which consists of administrative and/or professional personnel.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experiences that demonstrate a comprehensive knowledge of financial management regulations, policies and procedures in order to develop, interpret, and/or determine the effectiveness and impact of policies; review and analyze data trends to assess the integrity of financial management information collected and reported; make recommendations on operational requirements and improvements to existing business processes.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

GS 13 and above: Education is not substitutable for specialized experience at this grade level.
