About the Position: This position serves as a Human Resources Specialist (Military) Awards Program Specialist for the Joint Activities. This position is located in Fort Liberty, North Carolina. Fort Liberty is co-located with Fayetteville, North Carolina a culturally diverse city.

Duties

Serve as a Military and Civilian awards Human Resources Specialist for the assigned command. Provide consultative services on military and civilian awards functions, policies, initiatives and issues to management officials throughout the enterprise. Determine courses of action to provide feedback on military and civilian awards issues unique to special operations organizations. Serve as a technical advisor to analyze, prepare, and execute a wide range of military and civilian awards policies, programs, and reports. Provide technical advice to the command in one or more Military Human Resources specialties.

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position has a TDY or business travel requirement of 5% of the time to various CONUS and OCONUS locations. This may require travel on military aircraft, ships, and vehicles.
  • May be required to work uncommon tours of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For the GS-11: Specialized Experience: One year of specialized experience which includes providing guidance on joint and military service awards; advising program managers on local policy effectiveness and proposing policy change to improve inefficiencies; preparing briefs to managers to develop and implement local awards policy; submitting awards to the appropriate approval authority and track through completion; managing data processing system utilization, user training, and proposed software improvements in response to user feedback. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Managing Human ResourcesPersonnel and Human ResourcesPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent as follows: GS-09 requires 52 weeks at the GS-07 grade level. GS-11 requires 52 weeks at the GS-09 grade level.
