This position is part of the Office of the Secretary of Interior, Office of Natural Resources Revenue (ONRR), RRCM, Data Intake, Solutioning, & Coordination (DISC), Indian Energy Service Center (IESC) You must be able to report to one of the advertised duty stations. 2 positions will be filled in the following locations. Dallas, TX - $61,957 - $116,803 Houston, TX - $65,928 - $124,289 Lakewood, CO - $63,271 - $119,280 Oklahoma City, OK - $57,118 - $107,680 Tulsa, OK - $57,118 - $107,680

Duties

Collaborates, coordinates, and communicates with other team members, and members of other DOI program offices, as appropriate, to develop process improvements and ensure consistent application and interpretation of Indian policies and procedures. Establishes close working relationships with other ONRR offices, BLM, BIA, BTFA, etc., for the purposes of resolving issues, proposing and implementing new procedures, and coordinating resource issues covering various Indian energy issues. Identifies, develops, and presents solutions to various Indian lease issues. Collects and analyzes sales volumes, lease production, allocation, and gas analysis information, on Indian properties, utilizing the various systems of ONRR/BLM/BIA. Conducts extensive research, frequently coordinating with other units of ONRR, BLM, BIA, and/or BTFA regarding the resolution of royalty and production reporting problems and inquiries.

At the GS-9 level, you must meet one of the following qualifications: A. A Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or I have a LL.B. or J.D., if related; OR B. One year of specialized experience equivalent to at least the GS-7 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to (1) resolving semi-complex discrepancies and issues with internal and external entities as appropriate; (2) responding to semi-complex external and internal data requests; (3) experience with teamwork; 4) analyzing data, contracts, correspondence, regulations and rules, and various documentation; (5) recommend courses of action to higher-level analysts or a team leader; and (6) experience in presenting training to individuals. OR C. A combination of specialized experience and graduate level education as defined above which equals 100%. (Note: Applicants who select this response must provide transcripts as verification of their education). At the GS-11 level, you must meet one of the following qualifications: A. A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related; OR B. One year of specialized experience equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to (1) resolving discrepancies both routine and complex issues with internal and external entities as appropriate; (2) responding to both simple or complex external and internal data requests; (3) experience with teamwork; (4) analyzing data, contracts, correspondence, regulations and rules, and various documentation; (5) communicate with other entities concerning the collection of mineral and energy information; (6) conducting analysis involving communication and coordination with companies and/or other government agencies; (7) collaborating with IESC staff to assist in providing information to Tribes and individual Indian mineral owners on what to expect through the leasing, development, and production stages; and (8) experience in presenting training to individuals and large groups. OR C. A combination of specialized experience and graduate level education as defined above which equals 100%. At the GS-12 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-11 level.Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes, but is not limited to (1) resolving discrepancies both routine and complex issues with internal and external entities as appropriate; (2) responding to simple or complex external and internal data requests; (3) experience with leading team, assisting other team members with technical problems and issues, and displaying teamwork; (4) analyzing data, contracts, correspondence, regulations and rules, and various documentation; (5) independently communicate with other entities concerning the collection of mineral and energy information; (6) independently conduct analysis involving communication and coordination with other government agencies; (7) collaborating with IESC staff to independently provide information to Tribes and individual Indian mineral owners on what to expect through the leasing, development, and production stages; and (8) experience in presenting training to individuals and large groups. (9) trains peers in the proper methods of reviewing errors on reports and documents. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
