About the Position: Serves as Administrative Officer with full responsibility for management and direction of all administrative matters and for providing or obtaining a variety of management services.
This is a permanent position with HQ USACE Office of the Chief Counsel located in Washington DC.
Selections can be made at any grade announced. If selected at the GS-12 level, selectee has non-competitive promotion potential to the target grade (GS-13).
Duties
Plans, schedules, and carries out major projects concerned with the analysis and evaluation of administrative programs and organizational effectiveness.
Functions as an advisor to the agency's senior officials, and other agency personnel involved in the agency administrative, budget, and other resources processes.
Advises management in establishing and maintaining sound organizational structures; improving management methods and procedures; and assuring the effective and efficient use of manpower.
Manages fiscal resources for the office, ensuring that areas operate within budgetary milestones and within overall budget constraints.
Postures for mid-year funding opportunities as well as overseeing year-end execution of purchasing documents and fiscal closeout
Coordinates and administers manpower programs and establishes and implements internal policies.
Establishes and maintains sound organizational structures, improving management methods and procedures, assuring the effective and efficient use of manpower.

GS-13:
Specialized Experience: One year of specialized experience which includes: Implements general administrative procedures and policy. Performs financial management and budgeting functions for the organization. Implements civilian personnel and manpower management policies and procedures. Resolves all administrative problems and short- and long-term business objectives in assigned areas.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
GS-12:
Specialized Experience: One year of specialized experience which includes: Reviews, interprets, and provides recommendations for the revision of regulatory guidelines, policies, and standard operating procedures pertinent to personnel administration and management operations. Reviews, develops, and coordinates a variety of manpower and personnel type actions. Provides advice and guidance on financial management and budgeting functions for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
