About the Position: This position supports the mission of the J-1, Administration and Management, Human Capital Division in the Workforce Development Branch and is located in San Antonio, Texas or Falls Church, VA.

Duties
Initiate complex administrative/management projects, which includes: participating in planning sessions including the development and management of the scope (e.g. project objectives, deliverables, timelines, hours costs).
Policy development and implementation.
Conduct program needs assessment surveys with managers and supervisors to ensure that all training needs are addressed and incorporated in the DHA career and professional development plan.
Managing budget for payments of SF-182 authorized training using GFEBS platform.
Managing SharePoint sites (permissions, editing, creating, uploading).
Outline metrics for programs, providing qualitative and quantitative analysis of program metrics, survey data, best practices, lessons learned and process improvement.
Develop, implement and evaluate improvements to career development and training programs, processes and related SOPs, Job Aids, Guidebooks and other supporting documents.
Curriculum design, development, and delivery/facilitation.
Develop, execute and manage complex administrative, management, and workforce development programs, initiatives and projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes utilizing training technology and/or platforms such as SharePoint; facilitating training sessions or briefings; utilizing project management techniques to develop and/or implement workforce development programs and policies; assisting in the development of career/training plans and/or trackers; and managing a program budget for processing training transactions utilizing an automated system such as GFEBS. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
