About the Position: This is a PERMANENT Budget Analyst GS-11 Target GS-12 position with the Office of the Chief of Staff Program and Budget Division located at Fort Jackson, SC.
ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK".
Duties
Assist in the planning, developing, and executing the command operating budget.
Manage the processing of temporary duty orders, Military Purchase Requests, commitment, obligation, and disbursement documents and maintain file management.
Manage the database for Commitment Accounting System financial data base (GFEBS).
Manage the use of available funds to support command policies.
Manage end-of-the month and Quarterly Obligation Report.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to pass a full background investigation.
- This position requires Financial Management Level 2 certification within 24 months of hire.

In order to qualify, you must meet the education and/or experience requirements described below. GS-11 Specialized Experience: One year of specialized experience which includes reviewing budgetary funding within an organization; identifying sources, types and methods of funding for assigned organizations and programs; reviewing budget policies to determine efficiency and effectiveness; AND experience in governing budgetary policies, procedures and regulations to assure that budget forecast, estimates, and submissions conform to requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management, Accounting, or Economics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes ensuring budget forecasts, estimates, and submissions conform to requirements and guidelines AND monitoring monthly expenditures to ensure compliance with annual budget requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
