This is an appointment under the DOL Recent Graduates program. The program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.
Appointees must sign a DOL Pathways Recent Graduate Program Participant Agreement.
The entire duration of the Recent Graduate Appointment constitutes a trial period.
Duties
This position is located in the Employment and Training Administration (ETA), Office of Grants Management (OGM). The OGM is responsible for providing centralized services to ETA program offices for federal assistance (grants management) to ensure effective and uniform implementation of Federal and Departmental procurement and assistance regulations and guidelines within ETA.
This position involves a multi-grade career ladder. The major duties described below represent the full performance level of GS-12. At the GS-05 or GS-07 grade level the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied.
At the GS-12 grade level, the incumbent:
Participates in the administration of grant/cooperative agreements including, but not limited to technical panel reviews of applications, building grant awards, modification reviews and processing, assisting with financial reporting, researching policy questions, resolving audits or performing closeout duties.
Provides guidance to program officials, grants applicants and recipients in the interpretation, application and implementation of applicable laws and regulations, policies, procedures pertaining to all aspects of federal assistance program activities.
Performs grants management and cooperative agreement administration typically including incremental funding, reviewing und preparing modifications, reviewing and processing grant extensions and incorporating grant revisions into the grant agreement.
Responds to official written inquiries from members of Congress, other federal agencies and instrumentalities of the Federal Government, public and private organizations, and interested citizens concerning specific questions about individual grants managed.
Participates in various meetings and conferences in the field and at headquarters where grants and cooperative agreement items are discussed; may serves us a trainer for grantee orientations or workshops.
Requirements

Qualifications
You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Grants Management Specialist, as described below.
For GS-05: Applicants must have 3 years general experience, one year (52 weeks) of which was equivalent to at least the next lower grade level, GS-04, in the Federal service that is equivalent in difficulty and complexity as indicated by the following examples: 1) analyze problems to identify significant factors, gather pertinent data; and recognize solutions; 2) plan and organize work; 3) and communicate effectively orally and in writing.

Education: 4-year course of study leading to a bachelor's degree.

Combination of education and experience listed above, and the total percentage must equal at least 100%. A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed undergraduate semester hours by 30. Add the two percentages.
For GS-07: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-05, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled.
Must have experience in the following specialized areas working with workforce development programs (youth, apprenticeship, adult, dislocated workers, older workers, homeless) through grants/cooperative agreements. Evidence to support your work must be included in your resume and you must be able to explain your experience during the interview:
Specialized experience must include all of the following:
Experience working with workforce development grant/cooperative agreement programs by providing grants-related assistance and services; and,
Experience performing pre-award tasks for workforce development grant/cooperative agreement programs.

Superior academic achievement (S.A.A.) recognizes college or university students who have achieved superior academic standing as evidenced by one of the three methods described below:
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing --Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of:
1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Education
To be eligible for an appointment, you must meet requirements A. or B.
A. Completed all requirements for an associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years;
or
B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certification. You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above.
